We didn't design Quadrix from a boardroom. We built it from the field — combining careers in law enforcement, corrections, engineering, and project management into one company with one purpose: to deliver modular infrastructure that actually works for the people who need it.
Quadrix LLC was founded by three veterans in their fields who spent decades on both sides of the specification sheet — writing requirements as facility operators and meeting them as engineers. When we looked at the market for modular detention and sanitation infrastructure, we saw solutions that were too slow to deploy, too expensive to maintain, and built by people who had never worked a post or managed a project in the field.
We built Quadrix to be different.
Our team brings together over 55 years of engineering and project management experience across energy, industrial, and infrastructure sectors, paired with over 45 years of direct law enforcement and detention facility experience. The result is a company that speaks both languages fluently — the language of the operator and the language of the engineer — and delivers products built to the demands of both.

Kevin Halbert
Co-Founder
Dedicating to service, security, and tactical leadership, Mr. Halbert has built an exemplary record as both a military veteran and a high-ranking law enforcement executive.
Mr. Halbert began his career of service in the United States Marine Corps, where he served as an Infantry Sergeant, Security Forces team member at MCSFC Silverdale, Washington, and a Scout Sergeant in the 2nd LAR B Company at Camp Lejeune, North Carolina. Following his honorable military service, he entered law enforcement, initially serving as a Sergeant with the Henderson County Sheriff's Office. He then spent three years as a Federal Agent with the U.S. Department of Energy (DOE) under the National Nuclear Security Administration (NNSA), protecting critical national security infrastructure.
Mr. Halbert later joined the Mesquite Police Department, where he specialized in Crime Scene and Major Crimes investigations for nearly a decade. In 2016, he returned to the Henderson County Sheriff's Office as Chief Deputy, serving as the second-in-command for the agency for over eight years until his retirement in late 2024. His decades of law enforcement excellence earned him numerous prestigious honors, including the Texas Master Peace Officer License, the United States Attorney's Award of Excellence, and the Gunny Brooks Award for Leadership Excellence. He is also a certified POST Peace Officer and a licensed private aircraft pilot.
As Co-Founder of Quadrix, Mr. Halbert applies a lifetime of elite military discipline, advanced investigative skills, and executive law enforcement leadership to deliver specialized security, technology, and strategic operational solutions.
John Cotten, PE
Co-Founder
Mr. Cotten brings more than 30 years of dedicated technical and industrial engineering expertise to Quadrix. A true engineer at core, he holds a Bachelor of Science in Electrical Engineering from Texas A&M University and an Associate of Science in Pre-Engineering from Trinity Valley Community College.
Mr. Cotten spent the first 18 years of his career heavily focused on deep technical engineering execution. He served as an Instrument and Controls Engineer for Rohm and Haas, followed by an eight-year tenure as an Instrument Engineer and Project Manager for CB&I. During this time, he mastered complex process control design, electrical instrumentation systems, and technical troubleshooting for massive downstream, midstream, and petrochemical facilities.
Leveraging his deep technical command, he successfully transitioned into executive engineering leadership and business development roles. He has driven high-impact growth and cross-functional team alignment for premier engineering corporations, serving as Vice President of Business Development at KP Engineering and Senior Business Development Professional at Samuel Engineering.
As Co-Founder of Quadrix, Mr. Cotten utilizes his extensive engineering background to ensure that every project is rooted in absolute technical precision, innovative design, and flawless execution.
Clinton Felts, PMP
Co-Founder
Mr. Felts offers a unique, dual-industry perspective built on a foundation of rigorous public service, hands-on field experience, and advanced project management.
Mr. Felts began his professional career in law enforcement and corrections, serving as a Detention Administrative Lieutenant and Jail Administrator for the Henderson County Sheriff’s Office. In this role, he managed facility operations, officer and inmate welfare, and acted as the Sheriff's liaison to the County Commissioners Court. Crucially, this is where he honed his foundational project management skills, serving as the owner's representative and project manager for a major detention facility expansion from the initial bond request through to the successful delivery of a 302-bed expansion.
While serving in law enforcement, he pursued formal education in drafting and design engineering technologies. He successfully transitioned his command presence, leadership, and analytical mindset into the corporate energy sector, starting as an Instrument Engineering Specialist at a Texas-based Fortune 500 chemical plant. Over the last few decades, Mr. Felts advanced through senior engineering and project management roles at prominent regional firms—where he managed multi-million dollar turnkey EPC projects in private, midstream, downstream and renewables markets.
As Co-Founder of Quadrix, Mr. Felts blends his unique background in public command, construction, operations and full-lifecycle project management to lead teams with integrity and clear communication.
